Although Theron might be hotter, she certaintly isn't sexier.
But, yeah, Hilton isn't that attractive. She's got a nice body, I guess, but that's it...

The list is based on who is in the news right just as much as it is based on attractiveness level. As long as Paris Hilton gets alot of press, she will be high on the list.
This year's list is better then last years, given FHM it is not that bad.

Yep, it is based on popularity.
I remember I bought the British film magazine Empire some months ago and they had a list of 100 sexiest film stars ever (men and women mixed).
Funnily enough, Johnny Depp (#5), Keira Knightley (#1) and Orlando Bloom (#3) all landed in the TOP 5 while almost the entire cast of LOTR made the list somewhere  _________________The greatest thing on earth is to love and to be loved in return!

Rai may have a reputation as a bit of a bitch, but she bloody one of the most gorgeous women alive.
This counts tabloid press and numebr of stories on ET as much as it counts one's looks if not moreso.
