I still can't get the 3 Cs or the guys carrying the flag or the oddball family or the guy dusting the star or the frozen 20 years sign or the giant green dragon or the guy leaning in front of the train or the sign with no old people on it or whatever the crow has got in its mouth or the woman shredding books or the two musical instruments.
What's the other one?

For "the guy dusting the star" one you already said the answer right there. What's the thing and what's he doing to it? For the guy leaning on the train one try and see what he's doing. He's using a bucket of paint.
I'm kind of puzzled on what the hell that columns/rows thing on the water tower is and what that circular poster with the weird symbols on it (also on the water tower) is. Any clues?

What's the other one? For the frozen 20 year sign, the numerical value has nothing to do with the clue. It could be any number. The "yrs" is the bigger clue and the fact that it is ice. For the dragon, think about what the single car is about to do to the dragon. Think about it from the cars perspective, not the dragons. The train one, the guy has nothing to do with the clue, it is what is located on top of the train that is important. The paint he is placing on it. The sign that says "No old people" is from a recent movie that was a critical and academy darling. It also has 2 of the words in the phrase "no old people" in its title.

For the two men carrying the man with a sheet with a cross on it: The flag is the Cross of St. George which represents England. Also, the person under the flag is a sick man, think of him as going to see a doctor.
That's as good of a hint as I can give without giving it away because it is not a very good visual clue.

And yay for old people, because I just asked my friend's grandparents for any thoughts and they informed me that the woman with those books was using a pulping machine. I'll leave it at that. Okay, I've got them all bar one... what the hell is the table on the side of the water tower? It's definitely not Water Tower Table or any other combination of those words, because I've already tried putting that in in lower AND upper case numerous times to no avail.
