He's taken a scalpel to a pair of $100 million George W. Bush-era programs that exclusively preached abstinence. Obama is replacing them with $110 million for comprehensive teen pregnancy prevention. Overall, he cut spending by $17 billion, cutting or reducing 121 federal programs. This particular spending is a drop in the bucket, but it wasn't about cutting spending per se. It was cutting the spending on a program that didn't work, that was built on the usual "today is opposite day" assertions of the religious nuts in the GOP.
