From what I understand of McCain's rationale, he voted against it because he doesn't want the military document to have jurisdiction over a civilian group. That's as if to say that a local EMT squad should be subjected to the same jurisdiction, or the ACLU. They are not the same thing. The military document applies to military personnel. Period. It does not and should not apply to anybody who is not in the military...including me, Eagle, Beeble, or the CIA.
I don't see anything wrong with that rationale.

You're totally right Insom, but it goes even further. The AFM literally is like .. here are 10 specific ways you can try and interrogate someone:
1) Good Cop, Bad Cop 2) etc . . 10) etc
McCain didn't want to limit the CIA to only 10 humane tactics, he thought that as long as the tactic is humane and follows the Geneva Convention, etc, they should be allowed.
People bashing McCain for this are just being silly.
