It's because Pan's Labyrinth is first and foremost a technical achievement. From makeup, set design, music, etc, it's terrific. Not everyone thought it was as terrific as a whole, as a story, as a film.

More people watched it after the nominations, and look like the passion came late instead of early like Volver and Little Children.
