I used to think that kaley cuoco was seriously hot in "8 Simple Rules"; she was not the best actress - as was painfully apparent in the episode where she had to play Anne Frank; her range is very limited to a kind of Valley Girl Bimbo style - and thats why I think shes possibly the best idea that the producers of Charmed have had in a long time.
I find Charmed entertaining - but what I notice is that they
all have this constantly "Okay so lets NOT try to be whiny teenagers" sense of humour, Its very derrative from Friends cliches and definately from the Valley Girl Movement. But anyway it can be annoying or it can be chuckleworthy - yet Kaley Cuaco is the best girl for that job.
Plus shes really, really hot.

I think it was a good casting call to keep the show fresh and add to the dynamic that is popular with viewers.
