Oh my god! That is one of the weirdest things I've seen. How in the world would you get the condom on the dog? I wouldn't put it on myself and in the heat of the moment I doubt they'd remember to do it  .
The overpopulation of animals is definitely a serious thing though. It makes me sick when people breed animals just to make $$$ when so many dogs and cats are being killed every day because there aren't enough homes.
