It is for that reason that Joe is also ineligible.

These new admins suck major cock, for reals.
Why don't you ask people for applications and make them fill in questions and then decide by that. If you think X has the capacity to do the job with an unbiased (emphasis) opinion then he/she should be able to do the job.
Unless you want the forums to become extremely conservative and boring, then over employ moderators.
