Best Soundtrack is a good idea. Movies like Garden State, In Good Company, The Girl Next Door, and Kill Bill Vol. 2 all had great background music that WASN'T composed for the film. And, we all know about Moulin Rouge...

Ya, that sounds great. Garden State had a superb list of songs that derserves recognition.

Although I can't find a FYC poster for it (or a good picture for that matter), I'd just like to put my full support into
Helen Mirren in The Clearing
for Best Actress. She was phenominal.

As for the eligibility. My suggestion is that all films that are released in the U.S. from Jan 1 - Dec 31, 2004 are eligible in all categories except for Best Foreign Film, where only films speaking in foreign language apply. So Hero is eligible in all categories, and The Passion of the Christ is also eligible in Foreign Film.
As for which category to put a performance under (lead or supporting), there is no restriction, and I encourage people to put them under which category they personally feel to be more appropriate. For example, for me, both Jamie Foxx and Tom Cruise are the leads in Collateral, and all of the actors/actresses in Closer are equally supporting.

I guess we don't necessarily need a hard cutoff set of criteria to decide if a film is overlooked. If a film hasn't been seen by the majority of movie-goers, it's likely that it hasn't been by many folks here. So I'd say it's fine if you believe certain movie like Garden State that should've been seen by more people; write it down on your ballot. However, try to keep it in the lower gross range, and not a film that you think deserve $300M and only got $150M in the box office. That's not "overlooked" or "best movie nobody saw" in any stretch of imagination. Less than $10M seems to be a good starting point, as I'd argue movies like Before Sunset, Maria Full of Grace, and Kinsey are good choices since they are some of the best movies that not many people know about, but they also have die-hard fans among those who've seen them.

I think it's probably the same reason that the Oscars are a bigger deal than the Razzies. There just doesn't seem to be much interest in doing a Razzie awards show, and these awards take a lot of time and energy to organize and pull off, so the thought of doing more than one isn't very appealing, even if it only required voting.
Besides, it's much more fun to be a part of a celebration, which is what these awards are, than it is to be a part of a negative themed awards show.

Xia, I am sending out ballots of your original post (on pg. 3) as we speak, so lets not open it up to new categories, I think it best to just get this going and keep it simple, we can always change things around for the next one when we've learned through trial and error.

3. You don't have to vote for all categories if you haven't seen enough films for a particular category (e.g. Foreign Film) or you want to save some time filling out the ballot. However, for the ones you vote, please write down the appropriate number of nominees (5 or 3), otherwise your vote for that category won't be counted.

BJ has graciously offered to send out ballots to 90 of the users as well, and so everyone will have a ballot awaiting them in their box soon. Everyone remember to thank BJ, he does this for all our awards show and it makes everything go so much smoother.
I'm pretty sure we will have at least 75 submissions, and that's pretty good. You guys keep us updated on how many ballots you get (you will need to communicate as Ripper, I , and Lecter did in the last show I think) and we'll see how big we can make this. Everyone enjoy.

Too late.
I sent it out to probably 150 people and I'm not going back in to change each ballot. Perhaps we can post a sticky notification for awhile, and anyone that catches it can add it, and everyone else just will pass in the ballot they have?
