Bandwidth restrictions are soon to be totally gone, they occur in the US mainly at large universities who limit their students. I think it is absolutly ridiculious to limit bandwidth and would never pay for a service that does so. I am glad that ISP's are moving toward charging by the speed rather than the ammount used.
Anyways,
A question: Do you know if there is an HTML equivelant of the tag you need? If all you need is a tag enabled, that is simple, and can be done easily. If however it is a mod that needs installed, then I have to be honest with you, it simply wont be happening right now.
In the meantime, get mozilla and block the images, problem solved.

I know, they exist on some providers here as well, but in general it won't last long.
