The Roman navy at Misenum led the rescue attempts, although it cost many their lives including Pilny the Elder. His nephew Pilny the Younger was one of the survivors and wrote a few letters about the event. They are the only surviving account of the eruption (however we probably have lost many accounts since we only have less than 10% of written material form Ancient Rome). Now everybody died who was in Herculaneum, but it was right at the bottom of the volcano. Many of the people there were killed by the lava, while others fled to the caves near the shore only to be suffocated.
I read somewhere around 90% of the town escaped. They had plenty of time to get out because Pompeii was far enough way.
