His response:
"Never underestimate the ignorance of the American public."
Translation: Those who saw the movie are morons and Ferrell knows that and takes advantage of it. He knows the movie is stupid but he also knows people are as well.

your interpretation doesn't make sense to me. Either that or his response doesn't make sense to me.
it sounds more like hes being cautious and saying never underunderestimate that people don't know about the film.

meh. Hes just being playful and sarcastic. Have you see any of his and Steve Carrell's interviews on Conan Obrian. They are both poking fun of themselves by acting all egotistical on the show as a parody. Unlike most Adam Sandler and the really wacky Jim Carrey movies, Will Farrell's movies are loved by critics too

It was obviously, as others have said, a sarcastic, self-depreciating remark.
Though it's also kind of true... Blades of Glory is rather mediocre.
