Much of the script has been changed, but yea... first draft, no good.
New pool scenes, etc. weren't even in it.

It's a better script than Halloween: Resurrection. As a jumping off point, it's nowhere near Carpenter's film, but it's better than a chunk of the sequels. And it's been heavily re-written.

if i had a penny for everytime ive heard a script sucks and the studio says its been rewritten but then we see the movie and it hasnt, id have about 5 bucks.

It would have to be, at least to some extent. I've read it and and scenes they are currently shooting aren't in it at all. Plus there is sequel talk which pretty much refutes the original ending. The adult Myer's talking scenes have been canned as well; the whole 'boo' thing made sense, but bla.
Supposedly the dialogue has been redone as well -- this is where the script really falters. A few quotes from the film in current news articles aren't in the script, so there's likely some truth to it.

I have every script in the series. Shooting drafts of H2, H3, and H20, second drafts of H5, H6, and H8, and the first draft of H4.

Read the Halloween 8 one personally -- ick, terrible from day one. Yes, it was worse than Zombie's.
The H20 and Halloween 6 ones I read are vastly different from the movies. They have almost nothing in common except character names and cursory character descriptions. Halloween 6 would have needed a budget to pull off some of it's ideas, but much better than the movie. Honestly, that's not saying much, but...
I did happen to read the novel for Halloween 4 and that was fairly decent.
Didn't read the others.

I transcribed the H6 I had to the internet, so that's probably the copy you read. I like that draft, but don't think it feels like Halloween at all.

The first draft of H4 has a few different things. Jamie's name is Britti, there's a 'Speed kills!' homage, and Sheriff Meeker dies.

At this point if Zombie is going to make a Zombie film out of Halloween, I hope he doesn't hold back on anything. Let it be batshit, that's better than a watered down half-Zombie half-Carpenter creation.

That's one of the problems with the first draft. For good or bad, it's a Zombie film until 70 pages in, then it's a very condensed version of Halloween.
