I believe Kim Basinger's performance is by far L.A. Confidential's least successful element.

While I love Dench's role in Shakespeare In Love, it's too small for me to support it winning. I voted for Marisa Tomei and Angelina Jolie, as I thought they were good performances and I haven't seen any of the other movies except The English Patient, which I didn't like.

Marisa Tomei gets way too much shit for her win, with the whole rumor of a confused and elderly Jack Palance saying the wrong name and such. It is a fiery, very engaging comic performance, and she has fantastic chemistry with Joe Pesci. Granted, if I were an Academy member in 1992/3, I would have voted for Judy Davis in Husbands and Wives or Vanessa Redgrave in Howards End, but, still, Tomei is a solid choice.
