Actually, it's the Academy that made the rule that only one film can come per country, and so they're the ones that have thus cut some great films out because a country can only submit one. More than often, there is more than one great film that comes from a country.

It'd be kinda boring to habe the same country nominated like 3 times in the same year.
It'd be like having Nicole Kidman nominated for 5 of her films in the same year, if an actress/actor could be nominated for more than one performance in the same year. So unfortunately some great films miss out (as do performances...Kidman for The Others for example)
So I think its still fair. They're still elligible in other categories at least, even if its more difficult for them to be nominated. It still happens (Y Tu Mama Tambien, Talk to Her, umm...all them others :wink: )

Who says 3 from the same country have to be nominated? Allowing countries to submit more than one makes it so some great films aren't cut out of consideration. It's unlikely the Academy would ever vote two films in from the same country, but allowing countries to submit all their great films allow for the truly greatest films to even have the chance to be nominated. The Academy isn't actually rewarding the best foreign film, they're rewarding the films that just happened to have been submitted. It doesn't make any sense. That's like restricting films in the Best Picture category so that every studio can only submit ONE film for Best Picture consideration. A lot of times, a studio won't know which film of theirs (if any) is the best in terms of "Oscar worthy". I'm sure you would have a problem with that.

There's only one problem here. The reason why only one movie per country is allowed is that Oscar voters can watch all eligible movies. I think they have a special screening for all the foreign language movies. If you cut that restriction no one can watch all the movies which would lead to Oscar voters only watching what they want to and shutting "oscure" countries out. The only possible scenario is that besides the official submissions the voters can put like 5 wild cards in for movies they've seen outside this screening...

That's why a lot of times you see weird nominations since a film only needs about 20 votes to get nominated.
I agree you cannot just allow all foreign films to be eligible since there simply won't be enough time to watch all of them, especially if they haven't been released in the states. What Levy suggested is pretty good.

I agree. If all films were eligible, it'd create a chaos. Also, it's amazing how only 20 people decide what movie is nominated for Best Foreign Picture.
For another, I think that if Spain went with Bad Education, it'd have a better chance of winning than The Sea Inside. In contrast to Spain, Bad Education seems to be far more well-received in the USA than The Sea Inside.

Limiting a country to submitting only one film is extreme, and obviously not a good way to do things seeing as how many good films are cut out. I would allow countries to submit 3 films or something, or come up with some alternative that is better than this horrible current one they have. Just my opinion of course, thanks for sharing yours.

The Sea Inside wont he Broadcast Film Critics award for best foreign film, Bad Education wasnt even nominated.
Bad education isn't very academy-friendly. (Mondays in the Sun vs Talk to Her is a different story...interestingly enough again a film staring Javier Bardem vs a Pedro Almodovar-directed one)
