Visual Effects <> computer generated effects. Thats why Begins is probably there. It was a return to traditional effects.
But not really. Star Wars and King Kong alone have more practical effects, models, stuntwork, etc. than Batman Begins.
The problem is with the bigger epic CG driven films these days is that they get lost in the CG, but it doesn't mean that the effects work is 100% CG.
And Batman had a lot of CG too. CG bats, the CG train set pieces, Gotham was CG, etc.
