Dreamworks can't find a hit anymore to save its life. Hasn't had a $200m grosser since June 2012 (Madagascar), and hasn't had a $250m+ grosser since Shrek the fucking Third in 2007.
Penguins is another turd.

Hopeless studio. It should gross more than Mr. Peabody and Sherman. But at least Home and B.O.O don't look like they will do any worse.

Hopeless studio. If you take into consideration worldwide grosses they aren't doing that bad. It's domestic where they are lacking and I see that trend continuing.

The animation in Penguins (from the trailer) looks like 2005.
They missed the boat with the spinoff. I mean, nine years later?
At least if they changed the style of animation it might've been fresher.

Besides, part of Madagascar's charm (insofar as it could be called charm) is the cartoonishness of the animation, and if it worked for the originals, why change it for the spinoff? In general, DreamWorks Animation has been in a weird place in the 2010s so far. They were clearly counting on Kung Fu Panda and How to Train Your Dragon to take the franchise torch from Shrek and Madagascar, but their sequels failed to take off despite expanding the worlds of those respective franchises in a substantial manner. Beyond that, their original films/franchise starters haven't been as huge as anticipated, with the exception of The Croods (which, unsurprisingly, is getting a sequel).

I don't follow TV animation, so I could and probably will be wrong about some of the things I say, but could the underperformance of the sequels to KFP, HTTYD and now the Penguins be related to the original movies having TV spinoffs, thus making their cinema presence less of an exclusivity.
Parents and kids may not be willing to pay or rush out for characters they get for free on TV.
If I'm not mistaken, there is no TV program showcasing the Minions, however popular they are, so that bodes well for their upcoming movie.

I am not sure about Minions either but I do believe the TV shows have limited the appeal of the other DW movies but then again they would be making more money that way I guess.

Surprisingly, we agree again, that's what I've been saying for a long time ago. Constant TV exposition has negatively impacted these films
