This is some weird project. It sounds more like a Chinese money laundering scheme than that they actually made a film. Apparently the budget was $26mil US and yet they made the crappiest possible trailer...3.5 years ago.

That looks like a fan-made trailer using clips from other films. I doubt it's official. Or it is, perhaps it was used to get financing or something. Not sure. But that trailer for sure is weird and shit.

The username of the uploader is the name of the director. But ok, let's say it is him. He also says in the description of the "trailer" that the film is filming in China in 2013, so obviously at the point of that "trailer" being made they hadn't started filming yet...so clips from other films in order to secure financing seems like the correct answer.
And I suspect they didn't secure much financing because it has taken them four years to make and release it (which the latter isn't a guarantee). Though a 2012 article states a $26m budget. lol. If if ever gets released, I will see it just because of the amount of research I've done on it now.
