I really like that he essentially created a bucket to start saving for health care reform. He's 100% right that we need to significantly modify the policy, and we need to have an open discussion about that direction. The fact that he wants to vote to set asside the money, and then deal with how to spend it is a big step toward crafting a bill that at least has bi-partisan input.
Say what you will about Republicans, but too much group-think is never a good thing. This move will give Republicans the feeling their ideas are valued, and aren't simply falling on deaf ears. It was a good step.
I haven't had much chance to really look at the rest yet, but I am extremely happy he's doing away with all the no-bid nonsense.
