I don't understand what those numbers mean. Does that mean 22.2 million people watched the game last night?

22.2 million households. The number after is actual viewers. 32 million.

That makes sense
I understand how the networks can figure out how many TV sets are tuned into a certain program, but how can they tell if more than one person per household is watching.
Are they spying on us via hidden cameras in our TVs?

Well, I think the way the Nielson System works is that only a certain number of people are taken into account or are "Nielson familes" and they have things hooked up to their TV's. I don't know how they get the overall numbers from just a select group of people, but I think that's how they do it. Somebody correct me if I am wrong.
