 Funniest TV-Characters Ever
Having recently gotten into The Big Bang Theory I'll have to put Sheldon pretty high on the list. Jim Parsons is a god and his facial expressions and line delivery are pitch-perfect.
Others would be: Ross, Joey, Chandler from Friends Doug, Arthur from King of Queens J.D. from Scrubs
I'm sure I've forgotten some but those are my favorites.

Lucy George (seinfeld) and now the boss from the Office (american version) Gervais is good too but they stopped producing that show to soon

I'm sure I'll miss some, but off the top of my head:
Barney from the Andy Griffith Show Ted Baxter from the Mary Tyler Moore Show Michael Scott from the Office Moe, Barney, and Homer from the Simpsons Elaine and Kramer from Seinfeld Frank Burns from MASH Just about the entire cast from the Arrested Development
It's a little early, but I could almost agree with you on Sheldon, Riggs. He is a very distinct and unique character. A few more quality seasons and I'd put him on the list. Also, Barney from How I Met Your Mother. I'm only up to season 2, but I like his character a lot so far.
