In his letter, Mr Panetta also stressed that the CIA no longer employed controversial "harsh interrogation techniques", like "waterboarding", or simulated drowning, which have been widely condemned. "CIA officers do not tolerate, and will continue to promptly report, any inappropriate behaviour or allegations of abuse," he said. He also announced that the CIA was no longer allowing outside "contractors" to carry out interrogations. |

The CIA is going to torture people anyway, but here's the thing. Under Bush, there were no consequences if you were caught breaking the rules, but under other administrations there would be a shitstorm. If they can at least apply the rules when the breakers of such have been outed, it's a step forward. |

It's one thing to have rogue operatives breaking the rules. It's quite another to have an administration that advocates and embraces torture as official policy like the Bush administration did. |
