You're both right (Outside of you should have used ROTS as that was 3 years later and it did improve quite a bit)
I'm just not behind a Yoda film without Frank Oz. Even though I enjoyed the last Muppets reboot, it was noticeably odd having a different actor do his characters. It was a similar experience listening to JEJ do Vader in Rogue One, it was pretty bad. If they did an entire Yoda movie with a different actor, I think that would be pretty hard to shake.

V-VI puppet Yoda>II-III CG Yoda> I puppet Yoda
The Yoda in The Phantom Menace looks even worse than CG Yoda, though I'm sure they could make a more convincing CG Yoda nowadays.

It needs to be non-CGI for me. I hate going to the cinema and watching a video-game.
