I guess he was low on money. This is utter garbage. Probably Van Damme's worst movie besides Derailed. The action is shit, down to the lower levels of direct-to-video movies like Bridge of Dragons and Agent Red, the acting is terrible (which is expected but it's a bad movie so I have to mention it as a negative point), and the story and plot are ludicrous. It's all very amateur. If there was something of merit, I'd save it from getting the worst grade possible, but I don't remember anything even half-decent.
