Do it, especially if you're getting a PUG OMG. See my avatar. They're the ugliest dogs in the entire world which is what makes them adorable, if that makes sense.
I think you can manage one under these circumstances. In terms of the dog being left alone during the work day...that's fine, as long as you walk him (her?) twice a day. If you're willing to get up earlier and take her out before you leave for work and then once again when you get home, that's fine. And make sure there's plenty of food and water obviously.
In terms of the dog's emotional well being, it will be fine. You're not at work 22 hours a day, it's a normal 9-5 job. Just be attentive and loving when you're home.

Get IT! Pugs are total win, I've had mine for 8 years and he is awesome. They are true house dogs, make sure you find one that is well house&kennel trained, they can be stubborn.

In terms of training though, would a age 2+ pug need much? I trained my Pug, but I went wrong somewhere, he hates kennels so we cant travel with him. He is also obsessed with being around humans. loses his mind of we are away for more than 2-5 hours. Thus my well house trained comment, I was not as stern with my training as I should have been. You may have to hire someone to come in and check on the dog at around the 5 hour point. Ive got some friends that work 10 hours and they usually check on their dog at lunch time, but they have a massive golden retriever (aka high maintenance dog).

Get a big dog like a German Shepard or Great Dane. If you get a small dog, get a bulldog. Most importantly ask yourself these questions
Do you have at least 4 hours that you will be in the house/apartment to monitor your dog?
Do you have time to devote 30 mins each day to talking your dog for a walk or jog? Is there a dog park near you where you can socialize your pet with other dogs?
Is there a place for the dog to shit when you aren't around the house?
Do you enjoy picking up your dog's shit?
Are you ready to accept that you will have $200 in damage to your personal property during the first 6 months of training?
Lastly, are you going to accept your dog as your best friend in the world and let him ride shot gun with you in your car?

First, you are awesome for wanting a Pug. They are the best and the cutest. They will love you no matter what.
Do not get a puppy! You must have time to train the puppy and unless you are gonna be paying someone else to spend the time then do not do that.
Adopt a pet that is more mature and trained.
I can't imagine you will always be out 9-10 hours. Is your life that consumed 5 out of 7 days of the week? That is a long time to leave a pet alone though, so that's a bit of a minus. Pets are forgiving though.
I would say go ahead and adopt a pet and maybe have a neighbor let the dog out for you if you trust them so or maybe a best friend of yours that you trust.

The problem with adopting from the shelter is you really don't know what you are getting. It maybe true that some people are such asses that they gave up on the dog because they really didn't do their research when they first got one. It was too much work them to handle.
In other cases, its because the dogs themselves have caused trouble in the neighborhood no matter what their size is. You really don't know what you dog's medical bill will be when you first adopt them or if they have any known aggressive behavior. Most of the vets keep that record away from you so that the dogs can be adopted out.
I understand that people adopt because they really wouldn't want the dog to be put to sleep. More power to them but its always better to get them as a puppy because its much easier to train at that stage.

I got my lab as a puppy when I lived in an apartment. But I kennel him (he's almost 7 now). Training isn't THAT hard. And leaving them at home for 8-9 hours a day isn't a huge deal as long as you're taking them out while you're there and are willing to potty train, which can be hard for some dogs.
But you can take him to a Petsmart training class like once/twice a week for a few weeks at night and you should be fine. My dog learned a sit command in about 30 minutes. You can honestly almost train them anything in less than a week of active training.

Well when I first got my puppy, I lived about 10 minutes from work, so I would go home at lunch and take him out. Some days I even brought him to work. (I worked at a family entertainment center)
You definitely COULD leave him alone for 8-9 hours... not recommended, but possible. But I would do as others have suggested and see if someone could check on him during the day. At least until he's potty trained.

Just like the Chihuahua, they are little rats with big eyes. Without those eyes, they lose all their charm. Bulldogs are awesome.

Dogs with short or flat muzzle fart a lot, i know that because ive owned a shih tzu and i currently have a Boxer, which has the worst fart smell in the world. I love her but that is the single thing i hate about her.. oh and the snoring  .
