What you want in the end of a third Batman movie is an uneasy truce between Batman and the City of Gotham Police. Right now it's off kilter. You can't leave it that way, there has to be some minimal level of redemption for Batman.
A big part of the 3rd film will probably be now that Batman will "kill cops", do the criminals think that Batman has completely stepped over the line.
You could do Deadshot and the Riddler in part 3. Deadshot, hired by the cops(?), a villian, with the sole purpose of killing Batman, Riddler, with inside knowledge, attempting to take down the Wayne legacy.
It works.

Not necessarily use the Coleman Reese character again but you know, the Riddler storyline could have a jumpstart from that angle. Maybe he will find out the sonar/surveillance thing that Fox and Bruce had started and enhanced it?

They could always involve Reese in the beginning storyline of Riddler.
Have Reese reveal Batman's identity to Riddler, and then just have Riddler start from there.
It's so brilliant... IT COULD WORK!!!

I meant Coleman Reese.  Where did I get Cameron Reese from? lol Heh. I quite enjoyed the few times Anthony Michael Hall was on screen. I wonder if he'll be back if there is a third film. Another person with ties to the "Who is Batman" saga.

He wants money, he wants, what $10 million a year? What would stop him from outting Bruce Wayne at this point with enough resources, now that he knows that the Batman would fear the cops. The next logical step in this story is for both Bruce Wayne and Batman to feel unsettled. Bruce could easily disappear into Wayne and never have to worry about being caught. For Batman 3 to work, Wayne's base has to rot out. Unlike Superman, Batman can't be a 24x7 thing, Batman needs to be Bruce most of the day. Lucious is now not happy with Wayne. The stage is set for Wayne's world to crumble from beneath. After hearing the news that Batman killed cops, Reese probably fears for his life. In his mind, why wouldn't Batman be after someone who knew his identity?

My only complaint would be with Two Face. I think the whole storyline should have had a bigger arch and let Two-Face go insane in the third film. But for all we know, he might not be dead.

How could Harvey not be dead? They showed his wake. One would assume that if his body was missing there would be a problem.

The only way Batman's/Gordon's plan works is if Dent is dead. IMO you can look at it from multiple angles, but in Nolan's universe, the ending for TDK totally sucks if Dent lives. Sure Dent being alive could be EASILY explained, but do you trust Nolan to take such a cheesy way out at this point?

Not a surprise: Best superhero mvoei ever and BEST MOVIE of the year, so far!
Ledger's performance of the Joker is oscar worthy, he really brought the character to life in a maniatic way! Every scene with him was captivating! The pencil trick, the bank robbery, the ferry trick! Everything. It was a fascinating performance from Heath Ledger, who should pick up not jsut a nom but a WIN for Best Supporting Actor at the oscars. Christian Bale did great too as the film's great lead, Bruce Wayne, the Batman. And of course Harvey Dent was a fascinating character, too.
Very tragic moments like the loss of Rachel, and a lot of action-packed, fun, and exhilerating scenes like the hospital evacuation and jsut about every scene with Joker!
Overall a dramatic superhero with several twists, and great casting. Ledger and bale were this film's starring two, shining bright just like stars indeed. But one cannot forget how great Harvey Dent was protrayed, coming from a humble D.A. to the cold-hearted Two Face. Mesmerizing characters all around.
This film tops Iron Man as my favorite superhero film (just as I expected it to) and Prince Caspian as my favorite movie of the year so-far. It was paced right, though I wish it was longer because I grew so captivated by it, especially with the growing darkness and the insanity around Joker, but it was still a well-paced, dramatic supehero film with loads of twists and one hell of a joy ride!
