It was based on the comedy sketch "Good Burger" featured on the Nickelodeon variety show All That.

Yup, major guilty pleasure. I even have this on DVD. 
My second favorite Nick movie, if you exclude Lemony Snicket's.
I was a pretty damn big Nick Nerd mid 90's. Love All That, Figure It Out, Kenan And Kel, etc.
