it was good, but needed to be a bit more "ballsy". it seemed like it was toned down purposely to get a pg-13 rating

Considering this was when Schwarzenegger was on a downswing, it was a very entertaining film with some good action, special effects, and Arnold was still himself. Its good to see that he never fell into Segal or Van Damme, or even Sadly Stallone territory, Arnold truly stayed in solid pictures from beginning to end. It wasn't his best, but had a good premise, and could have been more with Classic Schwarzenegger violence, but this was when he first flirted the idea of politics, so he began to tone a water down more of the material.

This is a great example of Schwarzenegger's downwards trend which was continued by Collateral Damage. It is mostly just a dull film, except for an interesting and unexpected twist as well as some nice action bits. Nothing memorable and never really exciting. Verhoeven should have directed the film.

It's got some interesting ethical and scientific questions, and it's kinda funny at times, but it's really got no style of its own and the action scenes aren't that thrilling. It's basically Total Recall minus Verhoeven, which means more than one would think. It's a guilty pleasure of mine, but it's not that good.
