Do Horror movies need to be scary to be good?

I'm curious as It's been forever since a film has scared me. But I can appreciate the film, atmosphere, jump scares that might get people not me.

I think outside of The Strangers and Descent, the only times this century I felt un easy. I'm sure there where a few jumps that got me, but that's about it.

Not always but, more often than not, yes.

It Follows was not scary but it is a great film.
