I didn't read up on this at all, so can someone explain why they were racing with a tractor still on the track? What am I missing? I know the tractor was helping to clear the track of another crash (I think?).

Mister Ecks - the tractors are there to retrieve vehicles after a crash but what happened here was the fact the tractor was out retrieving Sutil's crashed car - while it was raining steadily at that point and no safety car was out to slow the cars down. Huge error by the track management. When Bianchi got to that point - he aquaplaned sideways into the tractor. Gad it not been there the crash would have been far less of an issue. Had the safety car been out - it would have most likely not occurred at all.
To make things worse - the FIA requested the track owner (Honda) to hold the race earlier in the day but they refused. Everyone knew of the impending typhoon in its way race day. That said - the tractor being out at the wrong time was more of an issue than the weather. Races have been run in worse conditions without incident.
Poor Bianchi - not looking good at all. Hopefully he pulls through. The sport has gone 20 years without a major incident - the deaths of Ratzenberger and Senna on that miserable May Day in 1994.
