I just can't see any parent wanting their children to grow up in a ghetto or slums, while having the means to live elsewhere.

I dont think everyone wants to have their children grow up in the ghetto or the slums, sometimes it just happens. Secondly not every black person in the ghetto have nice cars. Alot of them rely on public transportation, which we all know is shitty and not reliable.
Once again, what about the children in these situations, they are the ones who suffer most. Denying a child help, when it is in no way their fault, I think is deplorable.

Again, what I'm talking about is removing an incentive to have a lot of children in the FUTURE; I'm not talking about killing off children that are already born, for god's sake.
You are more than welcome to help them with your own money; I am against forcing someone to help, though.

Yes, I really do think that for some people having more children is an incentive to not try and improve their life.
The same goes for 0% tax bracket, Welfare, etc.
Some people choose the path of least resistance; in this case it means preferring to leech off of the government.
