 What would it take for you to file a complaint?
If you were at a store/restaurant, and you thought someone was rude, would you file a complaint? Would you let them apologize?

I tried filing a complaint once and all I got was the run around.
These days I just move on and don't do business with the company for a period of time.

I'm from England so rudeness and bad service from waiters/waitresses is expected. It's a shit job, with low pay, and you cannot/should not be expected to fake enthusiasm. If people are not polite, I would tell the manager, and they would probably give a discount on the meal for our inconvenience. In China, I would do nothing - rarely do I get bad service (actually, I think never). The Chinese are pretty well conditioned to serve people.

That's the thing - if, like in China, you don't rely on tips to support you, you cannot and should not be expected to do just that.
